This Baseline Scenario has been compiled from the planning documents, analyses, judgement, and other contributions of persons from an estimated 40 private and public entities. In addition to the work of these entities, which have been directly involved, the work of another 100 entities, mostly cities and towns in the ten county area, has also been included. The Quality Growth Efficiency Tools Technical Committee thanks all of those that have contributed to this first ever compilation of a comprehensive baseline.
