SUPAC is a council established by the Governor of Utah in October
1993. The Council consists of federal, state, local, and tribal planning
authorities. SUPAC area of interest is all of Washington County, and those
areas of Iron and Kane Counties within the Colorado River drainage. In
1997 Garfield was added to the area of interest because of the designation
of the Grand Stairacase-Escalante Monument.

Issues/Problems Addressed:
Relative to the area of interest, SUPAC proposes to:

Minimize duplication of efforts, expenditures and proceedings with respect
to the planning processes of the participants;

Facilitate the establishment of shared goals and strategies for resource
management and development;

Promote awareness and understanding of the legal requirements and objectives
which motivate the planning processes of the various Participants.;

Enhance intergovernmental cooperation and public participation in addressing
issues which relate to or affect the stewardships of more than one participant;
-
Serve as a non-binding forum for the discussion and consensual resolution
of issues, grievances, misunderstandings and disputes among the participants;
and
-
Serve as a clearinghouse for the exchange of information relevant to the
planning processes of the participants.

Brief History and Present Status:
SUPAC meets at least quarterly, typically in St. George, Utah. SUPAC
has created a planning calendar to assist in coordinating the planning
processes of the various participants. Meetings have focused on areas of
common concern among the planning participants, including Wild and Scenic
River Designation, Rights of way on public lands, the Endangered Species
Act, etc. The forum has proven an effective setting for communication and
discussion among the participants. Participants have agreed to participate
in data sharing, and to contribute to a collective data repository administered
by the Governor s Office.

Funding Sources:
Each participant funds its participation in SUPAC. Each participant
contributes approximately $150 per year to cover mailing and associated
costs.
